On September 10, 2014, the District remanded back to SOAH for a full evidentiary hearing on the amount of groundwater that will be put to a beneficial use by End Op during the 5-year operating permit term and the 30-year transport permit term. A full evidentiary hearing was held on these issues on November 7, 2014, and the Administrative Law Judge issued a Proposal for Decision finding that 46,000 acre-feet of groundwater could be put to a beneficial use by End Op during the permit terms. The District has not yet issued a final decision on the remand issues.
